I n t r o d u c t i o n Kuwa i t belongs to a grouping of count r ies — the Arab Gulf States — w i t h un ique charac te r i s t i cs in re la t ion to other develop ing countr ies. Their vast f inanc ia l resources coup led w i t h thei r smal l popu la t i ons have given them the h ighes t per capita i ncomes in the wor ld . Kuwa i t , like i ts ne ighbours , faces a cha l leng ing m a n p o w e r dilemma. Its nat ional economy has been p redominan t l y manned by fo re ign workers. Its u l t ima te goal is to reverse tha t labour t rend.
